As you know, the Federal Government, through the Water of the U.S. rule (an extension of the Clean Water Act of 1972) is trying to federalize, take control of, all the water in the United States. As you also know, a group of states led by North Dakota was successful in putting a halt to the effort (at least until further study is done).
